摘　　要：本文旨在阐释"能源效率义务"方案在不同国家背景下的应用方式,并探讨《欧盟能源效率指令》实施后能源效率管治层面出现的更具战略性的策略手段。欧盟成员国必须在2014年6月5日之前在国家法律层面上落实《欧盟能源效率指令》。一些成员国依靠单一的框架工具(如丹麦),其他成员国则依靠政策组合,其包含的不同政策手段在能源效率改进中都发挥着重要作用(如德国和英国)。随着时间推移,可以发现,能源效率管治策略正向一种更具战略性的手段转变。This paper aims to understand the way ＂energy efficiency obligation＂ employed in a variety of contexts and discusses the emergence of more strategic approaches towards energy efficiency governance with the imple- mentation of the European Energy Efficiency Directive. According to the agreement, the European Union members were to implement the European Energy Efficiency Directive in their national laws by 5 June 2014. While some member states rely on single framework instruments （Denmark）, others rely on a policy-mix with different policy instruments to play the major role in delivering energy efficiency （ Germany and Great Britain）. What we observe is a change of approaches over time in energy efficiency governance with a more strategic approach.
