摘　　要：上海合作组织大学作为上海合作组织框架下机构,是在高等教育国际化进程加快、上海合作组织不断发展壮大与人才需求不断上升的背景下产生的,其为各成员国地区政治、经济、文化等多方面提供了人力资源保障。上海合作组织大学自发轫以来经历了萌芽、正式确立、扩容及不断完善的历史阶段,每个阶段的工作及重要文件的产生均为接下来扩大上合大学规模、拓展培养方向、建立上合大学实体大学、拓宽上合大学经费来源渠道等可能举措的实施创造了有利的条件。University of Shanghai Cooperation Organization （USCO） as an institution within the framework of Shanghai Cooperation Organization （SCO） comes into being in the background of internationalization of higher education, growing of SCO and personnel need increase. SCO provides enough supply of human resources for member states in such aspects as politics, economy, and culture and so on. Since the foundation of USCO, it has undergone three developing stages： preparation, establishment, and continuing improvement. The work of each stage and the passing of important papers create favorable conditions to enlarge the scale of USCO, extend the orientation of cultivation, establish hypostatic university, and widen the channel of funds for USCO etc. in the next stage.
