财政金融支持城镇化发展效应的时空差异研究——以新疆区域的面板数据为例

摘　　要：本文利用2001年—2012年新疆14个地、州、市的面板数据,以金融相关率、金融发展效率、金融发展规模和财政支出为解释变量,以城镇化发展水平为被解释变量,建立个体时刻固定效应模型,对财政金融支持城镇化发展问题进行研究。结果得出:金融相关率和金融发展效率对城镇化发展具有负向作用,金融发展规模和财政支出对其具有显著性正向作用;且财政金融支持城镇化发展的效应存在显著性时期差异和区域差异。因此,建议应降低金融准入门槛,提高金融覆盖率;采取多元化的融资渠道,拓宽融资渠道;加强财政支持力度,缩小南北疆区域差异;实行差别化存款准备金率,加快落后地区金融经济发展。Using panel data of 14 regions,prefectures and cities in Xinjiang from 2001 to 2012,with financial related rate,financial efficiency,financial and fiscal expenditure as explained variables,the urbanization development level as explained variable,the paper establishes individual time fixed effects model. It is concluded that financial related rate and financial efficiency has an negative effect on development of urbanization while the financial scale and fiscal expenditure has a significant positive effect; financial support for the effects on urbanization exists significant differences and regional differences. It is suggested reduce financial barriers to entry and improve financial coverage,adopt diversified financing channels,broaden the financing channels,strengthen the financial support,narrow the regional differences,implement differential deposit reserve ratio and speed up the economic and financial development of underdeveloped regions.
