以西班牙反恐策略为鉴完善我国的反恐对策

摘　　要：西班牙在打击以埃塔为代表的恐怖组织过程中,运用刑事和行政立法、刑事司法及执行、设立反恐法庭、建立反恐部队、完善受害者赔偿制度、加强与国际社会合作共同打击跨国恐怖主义犯罪等一系列制度与政策,收到了良好的效果。我国应当参考西班牙的反恐政策,在完善我国反恐立法的前提下,依法打击恐怖分子及其背后的势力;建立反恐武装力量,加大反恐信息工作的收集力度;注重涉恐罪犯的改造工作和人权保障;在武力打击、情报收集、经济金融等领域加强与世界各国的反恐合作,同时寻求国际社会对我国反恐事业的支持。In the process of fighting against the terroristic organization represented by ETA , Spain＇s a series of policy has produced good effect , for example： criminal administrative legislation , criminal justice and execution , the establishment of Anti -terrorism court and Anti-terrorism army , the improvement of the victim＇s compensation system and the cooperation with the international community to fight against terrorism crimes .China should learn from the Spain＇s anti-terrorist policy , and on the premise of perfection to the domestic anti -terrorism legislation , fight against the terrorists and their forces legally , set up anti-terrorism army , increase the anti -terrorism infor-mation collection , and pay attention to the education and the protection of human rights of criminals .Meanwhile , when strengthening the anti -terrorism cooperation with countries around the world , we should also seek interna-tional support in the field of the military intervention , information gathering , economics and finance .
