摘　　要：国家提出新型城镇化是对过去城市化进程反思的结果,是推动经济转向更健康、可持续发展的载体,实现城乡统筹、协调发展的必然之路。也是切实推进城乡管理由"人治"向"法治"的重要机遇,解决城乡资源低效利用、生态环境持续恶化的新思路。尽管学界就这一议题的研究颇丰,但更多落脚于资源保护、社会公平和宏观产业体系构建等。着重从土地资源利用和投资改革的角度,探讨县域层面推进新型城镇化的理论和实践问题,提出:1区、县在我国新型城镇化过程中面临的难点;2土地资源整合与投融资改革在新型城镇化过程中的关键作用和思路创新。New twhanization is the conclusion base on our past urbanization process. It is carriers of healthy and sustainable development on economy, but also is inevitable road to achieve coordinated development between urban and rural.This an important opportunity to achieve the urban-rural management solution from ＂ the rule of man ＂ to ＂the rule of hw , Maybe a new idea on solve the disorder use of resources and the continuing deterioration of ecological envronment. Although academic research on this topic a lot, but most of them focus on resource protection, social equity, and macro - industry system consmlction and other things. This article will attach importance to land resource utilization and reform of investment, we will explore the theory and practice problem on new urbanization in Chinese county①What＇ s the difficult problem in our turbanizafion process ,cspecially in district and county level. ② What＇ s the role of Land resource integration and reform of investment and financing, do we have some new idea.
