提高国民健康素质才是体育文化的发展方向

摘　　要：本文通过文献资料法全面阐述了"体育文化"与"健康素质"的要义与内涵,并分析了体育文化的本质内涵与基础功能是提高健康素质的发展。研究发现:我国体育文化发展一直处于异化与失范状态,主要表现我国体育文化长期承载着国家的政治重任,在组织管理、政策实施等方面严重政治化;在全球化、市场化的推进,社会资源重新分配的背景下我国体育文化又偏重于体育产业的发展,价值取向日趋功利化,以至于我国群众体育发展严重滞后,我国体育文化偏离了其本质内涵,国民的健康素质出现严重问题。"以人为本,促进人的全面发展"的科学发展观及我国"小康社会"与"和谐社会"的国家奋斗目标的提出,诠释着我国应该发展提高国民素质的体育文化,切实实现体育文化人文精神的理性回归。This paper,through the literature material law,illustrates the main idea and connotation of'sports culture'and'health quality'comprehensively. Meanwhile,it analyzes essential connotation and basic function of sports culture to improve the development of health quality. The research shows that the development of sports culture in China has been in the state of alienation and anomie. The main performance shows that sports culture in China bears the country's political responsibility for a long time,so there is serious politicization in the organization and management,policy implementation and other aspects. In the advance of globalization and marketization,and the redistribution of social resources,sports culture puts more emphasis on the economic development of the sports industry. Besides,value orientation has become increasingly utilitarian. All of these lead to development of mass sports in China seriously lagging behind and deviating from the essence. The scientific development view of'people- orientedness,promoting people's all- round development'and the national goal of'well- off society'and'harmonious society'to put forward the belief that China should develop sports culture and improve national quality to realize practically humanistic spirit of sports in the rational return.
