中部地区地方政府融资平台与区域经济增长实证研究——以安徽省为例

摘　　要：地方政府融资平台可以促进区域经济增长吗？它如何作用于地区经济增长？文章探讨了地方政府融资平台、公共资本积累与经济增长之间的相互关系和作用机制,并通过我国中部省份安徽省1994~2013年的样本数据进行了实证检验。研究发现：（1）地方政府融资平台投资能够有效促进地区经济增长;（2）地方政府融资平台能够加速地区公共投资,提升公共资本积累程度。研究结论验证了地方政府融资平台存在的积极意义。The Financing Platform of Local Government （FPLG） has been a unique investment and financing subject full of Chinese characteristics in recent years. Two interesting issues should be concerned： whether or not the FPLG has a pos- itive impact on regional economic growth？ And how does it work？ In this paper we choose a typical central region --Anhui province as an example. Using the data from 1994 to 2013, we test the relationship between the FPLG and local economic growth. We find that the FPLG＇s investment can accelerate local public capital formation and enhance the level of public capital accumulation, and that the FPLG＇s investment can effectively promote regional economic growth. The results pro- vide an empirical evidence of positive assessment to the FPLG.
