摘 要:渔船管理是渔业管理的核心,在诸多国家、地区及区域性渔业组织逐渐加强渔船监测、管制及监督的国际发展趋势下,由于渔船监管系统是监测、管制及监督渔船活动的一种低廉高效的手段,故粮农组织渔业委员会认为,建立标准化渔船监管系统是国际渔业管理发展趋势,并对其积极推动。本文通过阐析渔船监管系统应用于渔船监测、管制及监督的国际背景,探究已将渔船监管系统应用于其渔业管理的新西兰、欧盟及印度洋金枪鱼委员会的实践经验,提出了包括制定专门针对渔船监管系统的渔业条例、构建基于中国国情的渔船监管系统及争取早日加入国际渔船监测、管制及监督网络等在内的中国渔船监管系统构建策略。Fishing vessel management is the core of fisheries management. As many states, areas, and re- gional fisheries organizations have been strengthening monitoring, control and surveillance (MCS) of fish- ing vessels, the FAO Committee on Fisheries considers that standardizing the fishing vessel monitoring sys- tem (VMS) is the development trend of international fisheries management and decides to promote this course because the fishing vessel monitoring system proves low-cost and efficient. This paper expounds the international background of applying the VMS to MCS, and explores the practical experience of New Zeal- and, European Union as well as the Indian Ocean Tuna Commission (IOTC) in which the VMS has been applied, so as to develop China's strategies of VMS, including making fisheries regulation specifically targe- ted to the VMS, constructing the VMS based on China's unique situation, and early accession to the Inter- national MCS Network.
