摘 要:自2004年中央一号文件作出关于"三农"问题的决议以来,我国相继出台一系列惠及"三农"的政策。其中,为保护种粮农民利益,调动种粮农民积极性,财政上实施了粮食直补、良种补贴和综合直补等惠农政策。但在实际执行中,各个地区都存在一些客观问题,影响到惠农补贴政策的实施效果。本文以甘肃省环县辖区内三乡的的粮食直补、良种补贴和综合直补实施情况为例,归纳总结了西部地区在实施惠农补贴政策中存在的各种不足,并据此提出政策实施力度、针对政策制定者和执行者及目标群体等方面的相关对策。Since the state's No. 1 document in 2004 about the resolution of agriculture, rural areas and farmers, our country has issued a series of policies that are benefit for the three rural issues. In these policies, financial department implemented direct subsidies to grain producers, subsidies for superior seed varieties and general direct subsidies policies in order to protect the interests of farmers and arouse the enthusiasm of peasants. However, during the concrete implementation, there exist some objective and subjective problems that lie in different areas influencing the effect of the financial subsidies. Based on the concrete implementation of direct subsidies to grain producers, subsidies for superior seed varieties and general direct subsidies policies about three towns of Huan county in Gansu province, the defects of agricultural subsidy polices are summarized during implementation in western region, and the correlative suggestions on forcing agricultural subsidy polices implementing and strengthening the policy-makers,executive and objective group are proposed.
