水库移民长远生计问题处理阶段性效果对比分析——以岩滩水电站D县移民安置区为例

摘　　要：基于可持续生计分析框架,结合调查数据,对水库移民安置区实施移民长远生计问题处理规划以来的效果进行逐年对比分析,分析内容包括移民安置区的人力资本、自然资本、物质资本、金融资本以及社会资本。分析结果表明,水库移民长远生计问题处理使安置区移民的物质资本、社会资本得到了明显的改善,但是人力资本、自然资本以及金融资本中的部分指标变化不明显。建议在今后的水库移民长远生计问题处理中加强文化和职业教育,引导农民合作组织建设,并设立金融支持、鼓励自主创业,以保证水库移民生计的可持续发展。Based on the sustainable livelihood analysis and survey data, the yearly effects in reservoir resettlement areas are investigated since the long-term livelihood problem processing planning is initiated.The contents include the human capital, natural capital,physical capital,financial capital and social capital in the resettlement areas. The results show that the reservoir immigrants' long-term livelihood problem processing planning has obviously improved their material capital and social capital in the resettlement areas. However,the variations of part of the human capital,natural capital and financial capital are not obvious. Therefore,it is suggested that in future,the knowledge and professional education should be promoted,farmers' cooperation organization should be enhanced, financial support and self-employed business should be encouraged to ensure the sustainable development of the livelihood in the reservoir resettlement areas.
