基于公益性的公立医院综合绩效评价指标体系实证研究

摘　　要：公立医院改革是医疗卫生改革的重点,本文立足于公立医院公益性的本质,首先通过专家咨询法,并结合均值和变异系数法确定了各级指标,然后采用层次分析法确定了指标的权重,完成了基于公益性的公立医院综合绩效评价指标体系的构建。该体系由一、二、三级指标构成,其中一级指标2个,分别为公益性、经济性指标;二级指标11个,包括医疗服务质量、医疗服务效率、社会满意度等指标;三级指标34个,包括治愈好转率、危重病人抢救成功率、院内感染率等指标。最后运用加权秩和比法与模糊综合评价法对选取的6家医院进行实证应用与分析,实证结果与现实情况吻合。Public hospital reform is the key to health reform. Based on the public welfare of public hospitals, Firstly, this paper uses Delphi together with the mean value and variation coefficient method to the indexes atall levels, and then uses AHP to determine the weight of each index and establishes the evaluation index system of public hospital comprehensive performance based on the public welfare. The index system consists of 2 indexes of the 1st level, including public welfare and economy indexes, 11 indexes of the 2nd level, including quality of medical services, ef-ficiency of medical services, social satisfaction indexes and so on, and 34 indexes of the 3rd level, including improved cure rate, survival rate of critically ill patients, hospital infection rate indexes and so on. Finally, the paper uses WRSR and fuzzy comprehensive evaluation method to em-pirically apply and analyze the selected six hospitals and the empirical results are consistent with the real sort.
