摘　　要：民国时期宛西地方自治政府全面改造当地乡村社会的实践就是一场"地方"国家建设。换言之,宛西地方精英主动作为,完成国家无法在基层社会开展的各项建设事业。其结果,既惠泽地方,又裨益于国家建设。宛西的实践涉及社会控制、土地、经济、公益、教育和社会风气等方面。The overall transformation of local rural society by Wanxi government can be regarded as a 'local'statelevel construction. In other words,the local social elites took their initiative and finished various kinds of construction careers,which the country could not do in grass-root society. The fruit not only benefited the local society but also contributed to the country's development. The practice of Wanxi covers areas in social control,land,economy,public welfare,education and social morality.
