摘　　要：通讯社在传播国际新闻等方面具有特殊的地位,被视为政治宣传的利器。近代上海是全国的新闻中心,也是中国通讯社的发祥地。本文初步勾画民国时期塔斯社上海分社的创建背景、人员结构及其与时代出版社的渊源等情况,有助于学界了解此一时期苏联的对华宣传政策的特点。News Agency plays a specific role in dismissing international news and has been regarded as a powerful tool in diplomatic publicity. As the news center for China,modern Shanghai is also the birthplace of China's news agencies. This paper preliminarily displays sketches the setup of Itar-tass Shanghai Branch and its promotion campaign in China.
