公众参与问责活动制度构建的层级安排

摘　　要：具有中国特色的公众参与形式——公众参与问责活动面临的主要问题是如何进行制度构建。根据我国公众参与问责活动的发展现状,借鉴国外的相关经验,社会问责制度层级安排的重点应体现在:一是回应公众对官员"权力行使"的监督,建立地方党政部门与网络问责的沟通回应制度;二是回应公众对官员"职业行为"的监督,制定相关解释条例,明确界定党政官员个人的隐私权保护与公开监督的边界。The public to participate in the activities of the accountability system which,the public participation form with the Chinese characteristic,facing the main issue is how to early out the systematic construction.According to the devel- opmental state of the public to participate in the activities of the accountability system,drawing lesson from relative ex- perience from aboard, the key point of hierarchical arrangement should be present as following aspects ：First,responding the public＇s supervision on the rights of the officials,constructing the communication and response system between the local government and accountability in network system.Second,responding the public＇s supervision on the officials＂ occu- pational qualifies, making relatively explanative principles and clarity the boundary between the protection of privacy behavior of officials and the public supervision.
