英国体育城市创建的实践、成因与启示

摘　　要：以伦敦、曼彻斯特、格拉斯哥、谢菲尔德为分析个案,分析英国体育城市建设的背景、动力、举措和成因等问题。研究表明:基于传统工业革命带来的城市低迷和经济衰败的社会背景,英国城市为寻求转型契机,落脚体育为城市发展动因,谋求经济再生和城市复兴。采取的实践举措有:将体育纳入城市再生计划,提升到城市转型的战略高度;制定长期可持续的体育与城市发展战略,形成长效机制;推进经济结构转型,立足第三产业培育消费型城市以及注重资源的深度和永续开发,形成完整的产业链式结构等。不仅如此,体育与城市内在机理的逻辑契合以及外部整体体育社会环境的发育成熟,都为英国体育城市建设取得成效奠定了基础。以此为关照,反思本土体育城市创建的若干议题。The paper took London, Manchester, Glasgow and Sheffield as the subjects of study to reveal the background, motivation, initiative, ideas and other issues concerning the building of British cities and sports. It showed that in order to revive the economics and the cities in face of the economic downturn brought by the Industrial Revolution, sports incorpo- rated into the urban regeneration program as a strategic of urban transformation. Long-term sustainable sports and urban development plans vigorously developed the tertiary industry, improving the urban renaissance and regeneration through cultural industries as well as focusing on in-depth and sustainable resources development to establish a complete industrial chain structure. More importantly, sports and the cities had a natural logic coupling within the internal mechanism. The social environment for British social sports was nice.
