武陵山片区(湖南地区)生态扶贫问题探析

摘　　要：区域扶贫开发与生态建设间存在高度耦合关系,在扶贫实践中,应把生态环境建设与社会经济发展结合起来,探讨地区生态扶贫战略,实现扶贫开发与生态建设的良性互动。从武陵山片区(湖南地区)的概况出发,分析了该地区选择生态扶贫之路的必然性及在生态扶贫过程中存在的问题,提出了大力发展特色生态产业、完善生态补偿机制、探索碳汇交易、推进生态文明示范工程建设、加强片区基础设施建设等扶贫建议。There is highly coupling relationship between district poverty elimination and ecosystem construction. In the practice of Poverty elimination,we should combine ecosystem construction with economic development of society,discuss the strategy of the poverty elimination of ecosystem in order to realize the positive interaction between the development of poverty elimination and ecosystem con-struction. This paper analyzes the necessities and the problems of the poverty elimination of ecosystem starting with the description of gen-eral situation about Wuling mountains district（Hunan area）. And it proposes the following suggestions to eliminate poverty：striving to de-velop ecological industries,optimizing the mechanism for ecological compensation,plumbing the carbon trading,promoting the construc-tion of ecological demonstration civilization and strengthening the construction of infrastructure of the district.
