“诺斯悖论”消解:政府与市场两种决定作用的耦合

摘　　要：在联系产权制度分析国家目标时,诺斯悖论显示：由于国家双重目标的内在矛盾,国家的租金最大化和通过社会产出最大化从而国家税收最大化,两者不可兼得。笔者认为,诺斯悖论缘于资本主义私有制的国家性质,社会主义国家具备克服＂诺思悖论＂的制度基础和现实可能。社会主义国家可以有效利用市场的微观调节和政府的宏观调控两种决定作用,以制度和能力的构建主动解除交易费用约束和竞争约束,从而消除＂诺思悖论＂。在转型时期,我国存在两种＂诺思悖论＂现象,这两种＂诺斯悖论＂引起学界对待政府与市场的决定作用的不同倾向。笔者认为第二种形似＂诺斯悖论＂现象源于扩大市场作用的同时没有正确发挥政府作用,因此要准确处理政府与市场两种作用的关系,各司其职,从而消解＂诺斯悖论＂现象。While analysising national goals in property system , North Paradox shows that due to the internal contradictions between the country＇s double objectives, the state＇s rent maximization and revenue maximization can＇t achieve at the same time. The article thinks that it is the capitalist pri- vate ownership of state property caused the North Paradox, the socialist countries have the institutional basis and realistic possibility to overcome it. Socialist countries can effectively use two decisive role of the micro regulation of the market and macro regulation of the government to construct the system and the ability of active lift transaction cost constraints and competition restrictions, thus eliminating the ＂North paradox＂. There are two kinds of ＂North＇s paradox＂ phenomenon in the period of transformation of China, the two ＂North Paradox＂ caused two different tends of scholars treating the decisive role of the government and the market. ,the author believes that second resemble of ＂North Paradox＂ phenomenon due to have no correctly playing the role of government when give more rein to market forces, thus we need correctly deal with the relationship between government function and the market function, make them all just work in a variety of ways. thus dispel the ＂North Paradox＂ phenomenon.
