摘　　要：草原资源使用权制度关乎国计民生,针对使用权人使用草原资源时经常与所有权人及其他使用权人发生各种冲突问题,提出了完善草原资源使用权制度的建议。The system of the right to use grassland resources relates to national interest and people＇s livelihood, the paper puts forward proposal about completing the system of the right to use grassland resources on account of conflicts between the holder of the use right, owner and someone who hold the use right while using grassland resources.
