摘 要:文章总结了煤炭开采过程中引发的大气污染、土壤污染、地质破坏、水资源漏失等环境问题,指出了绿色开采是煤炭产业发展的必然趋势,还从企业和政府两个层面分析了阻碍煤炭绿色开采的原因,即表现为企业环境意识淡薄、创新路径依赖和政策激励不足的三个方面。针对上述原因,从加大环境规制力度推动创新、搭建技术创新平台协同创新、加大市场激励力度补偿创新等方面,构建了煤炭绿色开采的推动策略。This paper summarizes the coal mining process caused by air pollution, soil pollution, geological damage, water leakage loss and other environmental problems, points out the green mining is the inevitable trend of the development of the coal industry, also from the aspects of the enterprise and the government analysis the hinder of green coal mining,namely weak corporate environmental awareness, innovation, path dependence and policy incentive problems of three aspects. In view of the above reasons, from increased the intensity of environmental regulation to promote innovation, technology innovation platform collaborative innovation, increase market incentives compensation innovation and build a constructed strategies to drive a green coal mining.
