军民融合式装备保障闭环管理研究

摘　　要：针对军民融合式装备保障中经常存在的局部或片面思想,以及总体装备保障质量与效益不高等问题,以系统管理理论为指导,分析了军民融合式装备保障中的闭环管理原理,对影响实现闭环管理的关键环节进行了探讨,并从军民融合战略闭环管理体系建立、优化工作流程与管理职责、装备保障信息资源开发与利用等方面,提出了实现军民融合式装备保障闭环管理的措施与对策建议。Aiming at issues like one-sidedness or partial thoughts in current equipment support system with civil-military integration and consequently inadequate quality and benefit of overall equip-ment support,guided by system management theory,the author analyzes closed-loop management method in equipment support with civil-military integration,and discusses the key links for imple-mentation of closed-loop management.The author also brings out some measures and suggestions for closed-loop management of equipment support in civil-military integration in the respects including formation of closed-loop management optimization of work flow and management duties,as well as development and exploitation of equipment support information resources.
