摘　　要：装备需求论证与评估是我军装备建设一项十分重要的基础性工作。在系统分析外军装备需求论证与评估的主要做法和我军在该领域存在主要问题的基础上,提出我军SBA条件下装备需求论证与评估概念模型,为有效解决我军装备需求论证与评估管理的技术难题提供思路和方法。Equipment requirement demonstration ＆amp; evaluation is a very important basic work in equipment construction of PLA.Based on the systematic analysis on equipment requirement demon-stration ＆amp; evaluation in foreign armies and main issues of the PLA in this field,the paper puts for-ward the equipment requirement demonstration ＆amp; evaluation conceptual model of the PLA under SBA （simulation based acquision）condition to effectively solve the technical problems in the management of demonstration ＆amp; evaluation of our army equipment.
