测绘支撑不动产登记“四统一”的思考

摘　　要：在推动经济转型升级与新型城镇化"双轮驱动"下,我国不动产登记已经从分散实施向统一管理转型,形成了归属清晰、权责明确、监管有效的自然资源资产产权制度和用途管制制度。测绘地理信息相关内容作为不动产统一登记中的重要组成部分,分析加强不动产测绘服务与监管的必要性,探讨了面临的机遇和挑战,提出了测绘支撑不动产登记机构、登记簿册、登记依据和信息平台的"四统一"的建议。In promoting economic transformation and upgrading and new urbanization ＂two wheel drive＂, our country real estate regis-tration has been from the decentralized implementation of the transition to a unified management , promote the formation of clear owner-ship, well defined power and responsibility , supervision and effective natural resource assets property rights system and use control system .Surveying and mapping geographic information is an important part of the registration of real estate , this paper analyses the ne-cessity to strengthen the real estate surveying and mapping services and supervision , discusses the opportunities and challenges , pro-posed the real estate surveying and mapping support agency of real estate registration , registration books , based on the registration and information platform of the ＂four unified＂proposal.
