摘　　要：黄彦著《但耸危言济盛世》是奇人、奇才所写,具有奇观、奇异、奇特、奇妙四个特点的奇书。当今要根治全球人类严重危机必须确立"一球家园"的新理论以取代以往"两个阵营"和"三个世界"的理论,以便凝聚一致共识、制定一致规划、形成一致方案、采取一致行动、总结一致经验、反复一致实践;同时还要加强全球综合治理,尽量发挥联合国、各个国际组织和各国政府以及非政府组织的作用。中国要为全球综合治理作出重大贡献,发挥重大作用,这样必能在各国广大民众中提高社会主义感召力,推进世界社会主义新发展。当前中国的对外战略方针主要是:不树敌,不对抗,不结盟,不当头,不扩张,不输出革命;多交友,多对话,多协商,多合作,多助人,多输出多种多样产品。＂Dan song wei yanji sheng shi＂ is an excellent and unique book written by Huang Yan. The author of this article initiates the ＂one earth one family＂ theory to replace the previous ＂two camps＂ and ＂three worlds＂ theories with the aim to realize a comprehensive management of the world and to give full play to the United Nations, international organizations and NGOs. Being a big country, China should make major contributions to the world to push forward the development of socialism by winning support among the people. Under current situations, China should adopt basic strategies including instead of making enemies, not to confront or align with others, not to take the lead, not to expand or export revolution as well to make more friends, to hold talks and negotiations as well as export of products.
