摘　　要：随着"走出去"战略的深入发展,中国海外发展日益受到一国内部安全、地区安全与国际安全的影响与约束。尽管一些学者意识到中国海外公民安全、北非中东等地区局势对我国海外发展的影响,但是中国海外发展与安全尚未成为安全研究、发展研究与中国外交研究等领域颇为紧迫的研究主题与议程。事实上,国内学者尚未充分地探讨海外发展与安全之间的联系,更未较为细致地思考中国海外发展所必需的安全对策。为此,笔者将初步分析发展与安全之间关联性的知识争论及其政策实践,进而从完善我国海外发展的安全战略、预防性外交介入、推进跨国公司的安全责任、增加安全援助的份额、参与地区与全球安全治理以及加强共赢式共同发展等维度探究我国应对之策以确保中国海外发展。With the implementation of Go Out Policy, China＇s overseas development has been under great influence and restriction of national security, regional security and international security. Despite many studies on the great impact of the safety of people from overseas and regional conflicts in North Africa and the Middle East, China＇s overseas development and its security have not become a research topic of studies concerning national security and foreign affairs of China. Without a systematic study on the relationship between national security and overseas development, some researchers failed to extend practicable strategies for a sustainable overseas development of China. Therefore, with the analysis of preventive diplomacy and transnational corporations＇ responsibility for national security, the paper makes a preliminary study on the relationship between national security and overseas development. In addition, the paper also proposes practical strategies to keep a safe environment for overseas development of China, such as increasing international security assistance, participating in regional security governance and strengthening the cooperation for mutual benefit.
