灾害脆弱性分析在医院制定应急预案中的作用

摘　　要：目的通过灾害脆弱性分析了解医院应急管理需求,为提出针对性预防和应急管理措施提供依据。方法利用风险评估矩阵对医院风险事件进行灾害脆弱性分析,辨识潜在灾害事件及其相应风险值,明确需应对灾害事件重点,及时完善修订相应应急预案。结果通过灾害脆弱性分析,重新确定医院前5位灾害脆弱性风险事件种类,找出尚缺漏的4类风险事件并制订相应应急预案。结论灾害脆弱性分析是评估和预防灾害事件的重要工具,对于医院增强应急管理能力起到重要的作用。Objective To learn the needs of hospital emergency management by application of hazard vulnerability analysis ,thus to provide references for taking targeted prevention and management measures. Methods Evaluated and analyzed hazard vulnerability by using Kaiser Model. Identified the potential dis- aster and assessed the risk value, and then improved relevant prevention measures and emergency management. Results Through the analysis of hazard vulnera- bility ,we reformed the disasters with the top five vulnerable risks of our hospital and found out four new risk events and made relevant emergency managements. Conclusion Hazard vulnerability analysis is one of the most important tools to assess and prevent disasters. It plays an important role in constitution of contin- gency plan and strengthening emergency management.
