摘　　要：现代社会呈现出比以往社会更加明显的包容性和多元化,为非政府组织的发展提供了更多的机会。只有优化治理结构,加强能力建设,非政府组织才能有效地服务社会、参与治理。对此,可以通过分类示范、强化公共责任、全过程评估与监督、实施保障与激励等方法,切实解决非政府组织在组织定位、产权结构、运行管理等方面存在的问题。Modern society is more inclusive and multiple than previous societies, which provides more opportunities for the development of non-government organizations. Only when the governance structure and construction of ability are optimized, non-government organizations can serve the society and participate in social governance effectively. Thus, in order to solve the problems of non-government organizations in organization orientation, property right structure and operation management, the available measures should include demonstration by classification, stress on public responsibility, evaluation and supervision through whole process, security and excitation.
