摘　　要：作为城乡一体化发展的两大核心驱动机制,如何更好地确保市场在资源配置中的决定作用和发挥政府统揽全局的主导作用,是未来城乡一体化建设的核心。中国城乡一体化发展的特殊社会历史背景决定了必须协调发挥政府主导和市场决定性作用,解决公平和效率问题。站在新的起点上审视城乡一体化发展,政府必须更加尊重客观经济规律,调适相关制度安排,统筹推进重要领域和关键环节改革,从而拓展市场经济内在运行机制发挥作用的空间,促进城乡要素自由、平等交换,发挥产业发展的支撑作用。同时,要均衡配置城乡公共资源,一体化城乡行政管理体制。As two core driving mechanism, how to assure the market decisive role and government leading role in vesources allocation is the core of rural-urban integration development in the future. Chinese special social and historical backgrounds decide that that government must play a leading role and the market play a decisive role in the process of urban and rural integration, and solve the problem of fairness and efficiency. Studying on the integration of urban and rural development from a new perspective, the government must comply the objective economic laws, adjust related institutional arrangements, promote the reform of key areas and key links, so as to expand the space of market mechanisms, promote the free flow and equal exchange of urban and rural elements, unleash industry development playing a supporting role; balance public resources allocation in urban and rural area and integrate urban and rural administrative control system.
