高校“后街现象”现状调查与浅析——以城市长效管理利益均衡机制为视角

摘　　要：本项目对高校"后街现象"产生的原因、存在的问题做深入的调查研究,以浙江省高校"后街"为例,发现高校"后街现象"俨然成为城市治理的顽疾、矛盾冲突的根源、法制规范的空白。调查分析高校"后街现象"的现状,并立足于城市监管、立法现状探寻一系列具体的、实践性强的、可操作性强的措施,进而缓解各方主体之间的矛盾,为均衡各主体之间的利益,保障城市管理服务有序协调地进行,提出可持续发展的建议。Through a deep investigation and research on the causes of the advent of college ＂backstreet phenomenon＂ and the existing problems, this paper, with college ＂backstreets＂ in Zhejiang Province as the example, found that college ＂backstreet phenomenon＂ has already become a troubling problem of urban management, a source of conflicts and a place with no legal regulations. Based on investigating the current situation of college ＂backstreets＂, as well as the current situation of urban management and legislation, this paper attempts to seek a series of specific and practical measures to alleviate the contradictions among different subjects, and propose sustainable suggestions to balance the interests among different subjects, and ensure the orderly and harmonious operation of urban management and service.
