“延迟退休”要与抑制“提前退休”联动

摘　　要：应对人口老龄化不仅仅是退休年龄的调整,需要采取一揽子的措施。真正能够影响老年人供养能力、缓解养老金支付压力的是实际退休年龄而不是法定退休年龄,在目前尚不能很好控制提前退休问题的情况下,不要匆忙出台延迟退休政策,需要严格执行现行退休年龄制度,抑制提前退休,延迟退休要与抑制提前退休联动。To deal with the population aging, a package of measures, not merely adjusting the retirement age, should be taken. What really influences the ability to support the aged and alleviates the pressure of pension payment is the actual retirement age rather than the statutory retirement age. At present, the phenomenon of early retirement cannot be controlled well, so the policy of postponing retirement age should not be introduced until the existing system of retirement age can be implemented strictly and early retirement is under control. That is to say, postponed retirement should be linked up to restraint of early retirement.
