整体观视野下档案安全保障体系的推进研究

摘　　要：档案安全保障体系整体化发展要求档案安全保障平台建设必须打破部门的限制,实现跨系统、跨部门、跨领域的共建共享和联合。为推动档案安全保障体系的研究和发展,档案安全保障体系建设必须立足于整体,树立整体化风险管理,兼顾档案安全保障体系各要素的发展,整合资源,发挥整体和部分的协同作用,建立起系统、高效的档案安全防护体系。The integrated development of archives security system calls for the breakthrough of the restric- tions of department so as to implement the co-construction and sharing of trans-department. In order to promote the research and development of archives security system, the construction of archives security system must be based on the whole and set up the integrated risk management. At the same time, we should give consideration to the development of the elements and play a role of collaboration between the whole and the part. In the end, the systematic and efficient security system will be set up to protect the safety of archives.
