经济发展新常态下优化利用外资的路径探析——以宁波为例

摘　　要：利用外资是宁波开放型经济发展的重要组成部分。外资的利用既弥补了宁波建设资金的不足,又引进了国外先进的技术和管理经验,对推动宁波产业转型升级和区域协调发展起着不可估量的作用。然而,随着国内外经济环境的深刻变化,宁波传统的利用外资路径受到了一定的阻碍。为此,本文认为宁波应主动适应经济发展的新常态,充分利用上海建立自贸区的辐射效应,通过完善优化外商投资环境,调整拓宽招商区域,扩展外商投资领域,创新利用外资方式等途径来优化和提升宁波利用外资的规模和质量,进而实现宁波利用外资的持续健康发展。The utilization of foreign capital is an important part of Ningbo open economy development. The use of foreign capital not only makes up for the inadequacy of Ningbo＇s construction funds, but also introduces the foreign advanced technology and management experience, and so it plays an immeasurable role to promote regional development of Ningbo industrial transfor- mation and upgrading. With the profound changes of economic environment at home and abroad, however, Ningbo＇ s tradi- tional path of using foreign capital is hampered. Therefore, this paper believes that Ningbo should take the initiative to adapt to the New Normal of the economic development, make full use of the radiation effect of establishing a free trade zone in Shanghai to upgrade the Ningbo＇ s scale and quality of foreign capital utilization through optimizing the environment of foreign investment, adjusting and broadening the investment area, and expanding foreign investment areas, thus realizing the sustainable and healthy development of Ningbo＇ s foreign capital utilization.
