摘　　要：环境警察联合已有的环境执法部门共同执法对环境违法者形成了一定的震慑作用,但环境警察也有被动和事后惩罚的不足之处,因此环境警察制度必须与其他的因素互相配合。商业伦理理论与环境警察制度的关联,使得环境保护的成效更为持久。环境警察制度的完善应侧重事前预防,建立专业队伍,强化企业社会环保责任。Joint enforcement made by environmental police and environmental enforcement departments has a great deterrent effect and achieved some success on environment law breaker. However the environmental police have the passive disadvan- tages, environmental police system must be compatible with other factors, together with relevant stakeholder groups from the perspective of business ethics to deal with environment, so that the effectiveness of environmental protection will be more durable. The improvement of the system of environmental protection police should focus on prevention, establish professional team to strengthen corporations＂ half social responsibility.
