提高民办养老机构长期照护服务供给能力研究

摘　　要：失能老人长期照护问题已经成为我国的社会问题。在公办养老机构入住难的情况下,到民办养老机构养老是失能老人较好的选择。而现阶段的民办养老机构因数量有限、资金供给严重不足、照护服务人员素质不高和流动性大的问题远远不能满足失能老人的需求。应提高政策法规支持力度为民办养老机构提供发展环境;拓宽筹资渠道增强民办养老机构资金供给能力;壮大护理人员队伍,转变护理观念;完善监督评估机制以提高民办养老机构长期照护服务供给能力。The long-term care of disabled older people become a social problem in our country. Private pension institutions are the better choice for them if it＇s hard to live in the public pension institutions. Because of amount, fund and low quality but high liquidity of service members, private pension institutions＂ long-term care services can not meet the disabled older people＇s demands. We should improve policies and regulations support to provide development environment for the private pension institutions, broaden the financing channels to enhance the money supply capacity of private pension institutions, expand nursing staff team, change the concept of nursing, and improve the supervision and evaluation mechanism to improve the ability of private pension institutions of long-term care services.
