摘　　要：国际直接投资是产业升级的垫脚石还是绊脚石学术界存在异议。文章借助面板数据变截距模型考察了国际直接投资与我国产业结构升级的关联。结果表明:国际直接投资对我国产业结构升级存在积极效应,但也拉大了产业结构偏差。为强化产业结构积极效应,抑制其消极影响,今后在深化外资利用时应充分重视引资政策、产业投向和区域流向等问题。扶持与引导并重,更有效促进产业结构的合理化、高度化与高效化。： Whether international direct investment is a stepping-stone or a stumbling block for the upgrading of industrial structure remains controversial in the academic field. By using a variable intercept panel model this paper has examined the relationship between international direct investment and the upgrading of indus- trial structure in China. The result shows that international direct investment has had a positive effect upon the upgrading of China＇ s industrial structure, but at the same time has also widened the deviation of industri- al structure. To strengthen the positive effect of industrial structure and mitigate its negative influence, more attention should be paid to the policies of attracting foreign direct investment （FDI） and the industries and re- gions into which FDI flows. Support and guidance should be emphasized together to effectively promote the rationalization, upgrading and efficiency of industrial structure.
