基于农村居民视角的新农合可持续发展问题及对策分析

摘　　要：目的从农民视角出发分析新农合制度推行过程中遇到的困境及问题,为新农合制度的可持续发展提供对策。方法随机抽取湖北省大悟县200名参加新型农村合作医疗的农村居民进行问卷调查,同时结合相关文献分析。结果基于农村居民视角,新农合制度运行存在的问题为宣传力度不足、补偿服务未及时到位、受益程度有待提高、信息公开程度较低。结论提出构建村卫生室政策宣讲负责制度、提升新农合管理经办专职人员服务水平、探索按需调整新农合报销范围机制、建立定期公示新农合补偿情况制度、推进医疗服务支付方式改革等对策。Objectives To analyze the difficulties and the problems during the process of carrying out new rural cooperative medical system from rural resident perspective, and to provide corresponding solution for the sustainable development of the new rural cooperative medical system. Methods 200 rural residents from Dawu county, Hubei province who participate in the new rural cooperative medical system were randomly sampled, and questionnaire survey as well as literature analysis was conducted. Results From the perspective of rural residents, the implemen- tation of the new rural cooperative medical system lacked publicity, the compensation service failed to be ready in time, the extent of the benefit needed to be improved, and the publication level of information disclosure was low. Conclusions The responsibility of the village health room on publicizing policy should be established, the quality of the new rural cooperative medical service should be improved, the mechanism of adjusting the scope of reimburse- ment according to the demand should be explored, the mechanism of regularly publicizing relative compensation should be established, and the reform of payment method of medical services should be promoted.
