沈阳市“专精特新”中小企业技术创新的影响机制研究——基于政府支持视角

摘　　要：分析政府支持对"专精特新"中小企业技术创新的影响机制,基于沈阳市2001—2012年的时间序列数据,采用小样本可靠的Bootstrap仿真法,对沈阳市政府支持与中小企业技术创新的Granger因果关系进行实证检验。结果表明,沈阳市政府支持对中小企业技术创新的产出绩效和内部资金投入具有显著的正向影响,但对中小企业研发人员投入的影响不显著。基于上述结论,提出沈阳市支持"专精特新"中小企业技术创新的政策建议。The influence mechanism of government support for SMEs＇ technological innovation is analyzed, and based on the time series data of Shenyang city from 2001 to 2012, the government support and SMEs＇ technological innovation causality relationship in Shenyang is investigated via the Bootstrap simulation technique accounting for the small sample size. The major results are shown as follows： government support has a significant positive effect on SMEs technology innovation output performance and internal R^D funds, but the impact on R＆D personnel is not significant. Based on the above conclusions, some policy recommendations on Shenyang government supporting technology innovation of SMEs are put forward.
