摘　　要：政府决策的专家咨询过程是一个政治过程,同时也是一种政府与专家的信息交互过程。在政府与专家的信息交互模型基础上,分析了目前政府与专家两者之间由于体制、机制、社会分工和价值取向等原因造成的数据信息和知识信息两类信息不对称问题,从改进经济导向的激励机制、完善信息扩散机制的制度规范和加强信息沟通等方面,提出克服政府决策咨询中两种信息不对称问题的途径,进而完善政府决策专家咨询制度。The expert consultation process of Government decision-making, is not only a political process, but a kind of information interaction between the government and experts. In this paper, two kinds of asymmetric information were expounded and analyzed based on the information interaction model between government and experts, including data information and knowledge information, due to the system and mechanism, the social division of labor along with the value orientation of causes, etc. Some approaches and measures were put forward to overcome the information asymmetry problems in government decision-making consultation, from improving economic incentive mechanism strengthening the rights and responsibilities of both sides qualified institutional constraints, widen the channel of the communication, improving the ability to use knowledge to enhance mutual understanding, etc. , in order to improve the efficiency of the flow of information between the government and experts, and then to improve the system of government decision-making expert advice.
