农民体育健身工程的运行逻辑、项目不足与完善思路

摘　　要：农民体育健身工程是国家体育总局为推进农村体育发展而实施的公共项目之一。项目制成为调整国家财政关系、推进基层治理的重要措施。在农民体育健身工程的运行过程中,呈现了转移支付与资源汲取、形式统一与地方多元、条块分割与服务整合、项目公平和项目效率、迎检对上与服务对下等5种迥异的逻辑冲突,突出展示了我国体育项目治理中存在的问题。即国家农村体育发展意识的僵化,地方体育治理成本加剧,"为政"而非"从民"的政绩观,重视"项目数量"忽视"项目质量"的发展观,"现代"压倒"传统"的体育传播观念等。建议强化需求引导机制,推进公民参与治理;削减专项性涉农体育项目,提倡一般性转移支付;后续农民体育健身工程建设,取消地方政府资金配套要求;尊重农村体育发展的规律,促进发展模式的多元化。The farmer sports fitness project is conducted by the General Administration of Sports to promote the development of rural sports and one way of the implementation of public projects. Project scheme, as the important measures, promote the adjustment of national fiscal relationship management. In the process of the operation of the farmer sports fitness project, it presents the inferior five different logic conflicts： Transfer payment and resources draw; Form a unified and local diversity; Regional segmentation and service integration; Project fairness and efficiency; Meet the inspection against and services. The above express an highlight the problems existing in the sports project management： the rigidity of the national rural sports development consciousness; Local sports management cost increase; ＂Fragmentation＂ rather than ＂from the people＂ ; Attaches great importance to the ＂project number＂ ignore ＂project quality＂; ＂Modern＂ overwhelming ＂traditional＂ concept of sports communication. For solving such problems, we put forward the following suggestions： strengthen the leading mechanism, promote the citizen participation in management; Cut the special agricultural sports, advocates the general transfer payments; Subse- quent farmer sports fitness project construction, and cancel the local government funds supporting requirements; Respect the rules of the development of the rural sports, to promote the diversification of development models.
