落后农村村民自治考察——以河南平原地区乡村为例

摘　　要：落后村庄的自治普遍停留在"选举即是自治,自治即是选举"阶段。缺乏组织和荣辱与共认知下的村庄不可避免地陷入经济发展无出路、村庄"散沙化"、不文明滋长、生态恶化等发展困境。村外力量介入下的引导与帮扶是解决落后村村民自治困境的原则,经济发展上的帮扶、政治资源上的对口支持以及做好农民教育工作,是解决问题的具体举措。“Election is autonomy and autonomy is election” is common in the backward rural autonomous practice. Backward villages are destined to get into troubles like without economic development, scattered villages, growth of uncivilization, ecological deterioration. Intervention and guidance of external forces is basic principle to solve the problem of village autonomy in backward. Helping in economic development, the counterpart aid in political and educating farmers are specific measures.
