摘　　要：社会资本参与基础设施建设是小城镇发展的必然趋势。以湖北省小城镇为例,社会资本参与模式已呈现多元化的现状,但也存在动力不足、市场准入难、融资服务滞后、投资经营风险突出等明显障碍。因此,应从体制机制创新角度构建社会资本参与小城镇基础设施建设的动力机制、准入机制以及保障机制。Social capital participating in infrastructure construction is an inevitable trend in development of small towns. Taking small towns in Hubei as typical examples, the modes of social capital entering into infrastructure are diversified; while some obvious obstacles, such as lack of motivation, difficulties in market access, lag in financing services and prominent risk of investment and management, still exist. Thus mechanisms including motivation, market access and safeguard during the infrastructure construction of small towns should be built from the aspects of innovations of system and mechanism.
