摘　　要：我国自贸试验区所实施的负面清单制度仍处于初创阶段,其在实践中运行的合理性和操作性有待检验。未来完善负面清单透明度的原则与方针,一是完善现有负面清单对外资准入前的透明度;二是优化外资准入后审批管理措施的公开性;三是推行负面清单变动的程序公开化。The negative list system implemented by the PFTZ in China is still in its mtancy, rationality and operability of its operation in practice remains to be tested. Principles and guidelines to improve the negative list transparency in future are. that the first is, to improve the existing negative list transparency of former foreign access; the second is to optimize openness of the admission of foreign investment after the approval of management measures; the third is, to implement the open procedures of negative list changes.
