社会力量参与公共文化服务建设的模式与机制——以惠州为样本的研究

摘　　要：目前惠州市的社会力量参与公共文化服务,还存在着社会资金投入不足、民间文化活动偏少、群众参与积极性不高等问题,尚没有形成市民参与的有效方式与稳定机制。今后可以根据社会力量参与公共文化服务的三种供选模式,确立有效的参与路径与方式,通过健全政府购买服务机制、完善配套激励政策、建立社会文艺人才库等,完善社会力量参与公共文化服务的制度与机制。Problems exist in Huizhou＇ s social forces in participating in public cultural services, such as insufficiency of social capital investment, fewness of folk cultural activities, and lower enthusiasm of masses participation ; therefore an effective mode and stable mechanism of citizens＇ participation is yet to be formed. In the future, an effective participation path can be established according to the three patterns to choose from of social forces in participating in public cultural services, and a system and mechanism of social forc- es in participating in public cultural services can be perfected by a sound government purchasing service mechanism, an improved in- centive policy, and the establishment of a social cultural and artistic talent pool, etc.
