摘　　要：低碳发展是中国既要实现经济可持续发展,努力承担大国责任,还要立足于基本国情,考虑与发达国家差异的重要选择。中国经济向低碳发展转型,必须从国家发展战略高度,充分发挥政府引导、市场主导作用,构建低碳产业体系,在促进低碳发展全面实践和低碳社会建设等方面把握好前进方向。Low carbon development is an important choice for China′s economic transformation.It should not only realize sustainable economic development,shouldering the responsibility of a huge country in the world,but also be based on China′s current basic national conditions,considering the gap between China and advanced countries.In the meantime,to achieve the transformation to low carbon development,it is important to exert the function of government and market,construct the low carbon industries framework and to promote building low carbon cities with low carbon lifestyle and consumption model,from the perspective of national strategy.
