摘　　要：保险监管的重要性不言而喻,但监管不足和过度监管均会导致保险监管的低效率。本文以成本——收益分析方法为指导思想,通过对保险监管的成本和收益比较并结合保险监管者效用函数对保险监管边界问题进行研究,为保险监管者进行有效保险监管研究提供了理论支持。The importance of insurance regulation is self- evident, but both inadequate and excessive reg- ulation will lead to the low efficiency of insurance regulation. Based on the cost - benefit analysis method, this paper makes a research on the insurance regulation boundary by comparing the costs and benefits of insurance regulators.
