我国基本药物制度实施现状的公平性分析

摘　　要：基本药物制度实施的公平性关乎社会正义，是卫生服务利用公平的重要组成部分。我国基本药物制度的实施在一定程度上提高了卫生服务利用的公平性，但在实施过程中也出现由于险种差异、地区差异、基本药物价格差异和基层医疗机构制度实施乏力带来的公平性不足。下一步需要从统一各类保险的药物报销比例、加大对欠发达地区的扶持力度、鼓励市场竞争和提高基层医疗机构实施基本药物制度的依从性几个方面，进一步提高基本药物制度实施过程的公平性。Equity of the essential medicine system involves social justice, being important in health services availability equity. The essential medicine system, in practice in China, has to a certain extent improved the equity of health service availability, yet found with poor equity in the process due to differences in insurance, regional diversity, pricing of essential medicine, and poor implementation of the system at primary medical institutions. Such equity needs to be further improved in the future in such aspects, consistence of different insurance reimbursement percentages, further support to underdeveloped areas,encouragement of market competition, and better compliance of primary medical institutions in implementing the system.
