摘　　要：党的十八大报告中提出了关于推进创新驱动发展的战略。黑龙江省要践行十八大在创新驱动战略方面的理念,总结国企创新体系建设的历史教训和历史经验,在实践基础方面要紧扣"科技"这一决定性因素。The promoting innovation driven development strategy has been put forward on thel8th National Congress of the CPC. Heilongjiang province is to carry out the innovation driven strategy concept. This paper summarizes the construction of the innovation system of the lessons of history and historical experience in the practice foundation, closely linked to the ＂science and technology＂ the decisive factor.
