摘　　要：伴随着全球性债务问题的凸显,我国地方政府债务问题日益暴露。我国地方政府是否具有应对地方政府债务问题的承载能力?本文把省级地方政府债务作为研究对象,采用经济发展水平的东、中、西部债务问题分类基础,研究客观分类评价我国省级地方政府债务承载能力的相关原则与方法,并对其进行比较评价。得出了地区经济发展的重要分类原则,应把我国省级地方政府债务分为两种类型,并认为因子分析的分类效果较好。With the rising problems of the global debt issues, Chinese local govemment debt is becoming more and more seriously, whether Chinese local governments has the debt paying capacity to face these problems？ This paper takes provincial local governmental debt as the main study object, uses economic development level as the grouping basis, to study and compare principals and methods to categorize Chinese provincial local governments＇ debt paying capacity. We conclude that regional economic development level can be treated as an important principal to categorize it into two categories, and think that factor analysis has a better effect, based on this to give countermeasures and policy suggestions.
