三螺旋模型在协同创新管理中的计量方法和应用研究

摘　　要：知识经济时代，创新活动由企业或研究机构为主的单一创新主体模式逐渐演变成了政府一产业一研究机构三者共同参与的格局。三螺旋模型是表征这种协同创新关系的代表模型，利用此模型对政府一产业一研究机构三方在创新活动中的协同度进行监测和分析，能够为科技创新管理提供重要参考和依据。国内外学者已经提出了多种三螺旋计量方法并应用于评价实践，本文对当前主要的计量方法按照计量特征进行了归类，分为基于互信息的三螺旋测度方法和基于合作相似度的三螺旋测度方法。其中，基于互信息的三螺旋测度方法的部分评价实践存在一定的问题，本文进行了改进，并根据两类度量方法的不同理论基础，设想综合使用多个指标进行创新协同度评估，并结合生物医药领域的数据对此进行了验证；最后在结果分析的基础上将技术转移中介机构（TTO）纳入三螺旋创新维度中对经典三螺旋模型进行了理论上的拓展和改进。In knowledge economy era, innovation activities led by single innovators （enterprises or research institutions） have been transformed into ones with tripartite participation from government, industry and research institutions. Triple Helix model is a representative model characterizing the relationship of this collaborative innovation, which can provide important reference and basis for technological innovation management by monitoring and analyzing the collaboration innovation. Both domestic and foreign scholars have proposed a variety of triple helix measurement methods that have been applied into evaluating practice, and we classified these methods into two kinds based on their measurement principles, respectively based on mutual information and collaboration similarity. We amend several evaluation practices of the mutual information measurement methods and furthermore we proposed integrating the two kinds measurement methods,which is verified by the empirical analysis using the biological medicine data. Finally, by increasing the technology transfer organization （TTO） into the model, the classic triple helix model is theoretically extended and improved,
