摘  要:研发投入对经济产出的影响有明显滞后作用.格兰杰因果关系检验结果显示:区域高技术企业滞后两期的研发投入对高技术产业的经济产出影响显著.通过采用两阶段串联DEA模型,在CRS及VRS情况下分别测度东、中、西部各省区高技术企业效率值,并构建Tobit回归模型对影响各阶段效率的外部环境因素进行实证研究.研究发现:纯技术无效率是引起技术效率偏低的主要原因;从价值链角度看,创新的两个阶段都有进一步改善的空间;金融环境、地区经济实力对两阶段纯技术效率均为正向显著影响,对第一阶段效率影响显著的是人口素质及地区差异,产业结构对第二阶段效率影响显著为正,而政府研发投入、对外开放程度及城镇化水平对纯技术效率的提高无显著影响.RD investment has lagged effect on economic output. Through Granger causality test,it found that twoyears-lag RD has significant effect on economic output of high-tech industry. In the condition of CRS and VRS,twostage series DEA model was used to test the efficiency values of the Eastern,the Central and the Western areas. It also used Tobit model to study the external environmental factors of the efficiency in every stage. It found that pure technical inefficiency is the main cause of low technical efficiency. From the perspective of the value chain,both stages of innovation can be improved. Financial environment and regional economic strength have significant positive impacts on pure technical efficiency of each stage. Quality of the population and regional differences affect the first stage efficiency significantly,and industrial structure has significant positive effect on the second stage efficiency. But government RD investment,degree of opening and the level of urbanization have no significant effect on pure technical efficiency.
