摘  要:建设学分银行对于建设学习型社会意义重大。学分互认是学分银行建设的重要环节,其质量是学分银行建设的基石。本文针对学分互认中在符合性、适应性、服务性和时效性四方面可能出现的质量问题,尝试采用全面质量管理的理念与方法,运用PDCA管理循环的基本方式,从计划、实施、检查和处理的四个阶段和十个步骤着手,提出了学分互认的流程、原则及持续改进的构想,形成了完整的质量管理循环上升的管理过程,从而为不断提升学习者的学习质量、不断提高学习提供者的工作质量和服务质量提供保障。The construction of school credit bank is of great significance to the building of a learning society. The mutual recognition of school credits is an important part of constructing school credits bank, and its quality serves as the cornerstone of it. This paper analyzes the four latent problems in the quality of mutual recognition of school credits in terms of the compliance, compati- bility, serviceability and time-effectiveness. It also attempts to adopt the idea and method of Total Quality Management, utilizes the basic mode of PDCA management cycle, and proposes the proce- dure, principle and conception of continuous improvement of the mutual recognition of school cred- its from ten steps and the four stages of planning, implementation, inspection and processing. Eventually, it forms the complete management process of quality control circulation rise, which focuses on providing quality assurance for learners and studies providers.
